India’s National Action Plan on Climate Change (NAPCC) focuses on climate change adaptation as well as mitigation across all the major sectors. In 2009, the Government of India presented five different proposals from the North Eastern states of Assam, Meghalaya, Sikkim, Nagaland and Manipur to KfW, seeking financial support for their implementation. The German Government has subsequently committed a total of EUR 76 million for this natural resource management and climate change adaptation program. In this context, KfW commissioned the consortium UNIQUE/ GFA Consulting Group to finalize the respective project planning documents and to detail program activities.
