In the context of an ongoing KfW tender, Unique is looking for a Chief Technical Advisor (CTA).

Project description

The governments of Tajikistan and Germany agreed on supporting a development project aiming at enhanced rural development in selected districts of Tajikistan through the reduction of natural disasters risk. The project pursues the objective to reduce the natural disaster risks for the rural population in selected watersheds and to strengthen rural development prospects. This shall be achieved through activities in the following fields:

  • Preparation of Participatory Natural Risk Reduction Action Plans for the intervention areas;
  • Restoration and protection of forest landscapes;
  • Restoration and sustainable use of communal rangelands;
  • Reduction of firewood consumption;
  • Construction of physical infrastructure to control residual disaster risk.

The Ministry of Economic Development and Trade (MEDT) is the political partner, and NSIFT the Project Executive Agency (PEA), which will be responsible project implementation, including activities for planning, coordination, procurement, contract supervision, and administration. NSIFT will be supported by an Implementation Support Consultant (ISC). Unique applies for the latter position.

The main tasks of the International Chief Technical Advisor (CTA)will be:

  • Project planning and budgeting.
  • Project monitoring, including monitoring system design, supervise baseline study, regular data collection, and assist in reporting.
  • Preparation of detailed technical guidelines for the project measures.
  • Supervision of contractors in technical implementation.
  • Preparation of terms of reference, technical specifications and tender documents for services, goods and works.
  • Elaboration of ESS framework and management plan documents (ESMF. ESMPs,
  • EPF, GRM, FPIC guidelines), supervise adherence, recording and reporting.
  • Support to capacity building of national partners in districts and at national level.

In fulfilling these tasks, the CTA will collaborate with a National Deputy Team Leader and international and national short-term subject matter specialists, and support staff.

Required qualifications

  • University degree (at least Master’s degree) in natural resource management or related subjects
  • 15 years working experience
  • Fluent in English; Knowledge of Russian and/or Tajik would be an asset
  • Management experience of long-term implementation projects, preferably in financial cooperation
  • Demonstrated technical expertise in NRM (participatory forestry, rangeland and/or watershed management) and natural disaster risk management
  • Experience with International Lending Organizations such as KfW and World Bank guidelines and operational procedures such as finance, disbursement, ESMF, and procurement.
  • Working experience in Central Asia and states of the Former Soviet Union
  • Excellent interpersonal and communication skills, Proven negotiation and moderation skills with senior decision makers
  • Computer skills (MS Office software)
