Ecological, Economic and Social Effects of Forest Consolidation
Background
Until 2001, land consolidation in the Grand Duchy of Luxembourg was limited to agricultural land. At that time, an application for forest land consolidation was made for the first time. The background was the extremely small-scale ownership structure of Luxembourg's private forest, which occupies up to 80% of the forest area in some areas. The national land consolidation authority, the Office National du Remembrement, commissioned UNIQUE to evaluate the results of this first-time forest consolidation. The analysis included environmental, economic and social impacts. The aim of the study was to identify possible optimization approaches and to develop concrete suggestions for improvement at process level.
