Deforestation and forest degradation is one of the leading sources of national greenhouse gas emissions in Lao PDR. Through support from the Forest Carbon Partnership Facility´s Carbon Fund, Lao PDR is developing an Emission Reductions Program encompassing six Provinces. Each of the six Provinces developed a Provincial REDD+ Action Plan (PRAP) to support the preparation of the Emission Reductions Program Document for submission to the Carbon Fund. The GIZ contracted UNIQUE to support the Government of Lao PDR in developing the PRAP for Sayabouri and Luang Namtha Provinces. UNIQUE supported development of the PRAP through facilitation of province / district / village consultations, analysis of the drivers of deforestation, structuring of policies and measures and financial components.
- Analysis of the direct and underlying causes of deforestation.
- Assessment of institutional framework and key sectoral policies and plans.
- Facilitation and execution of the province/district and village consultations.
- Structuring the policies and measures to address drivers of deforestation.
- Structuring of financial and technical PRAP components.
- Preparation of draft PRAP for Sayabouri and Luang Namtha provinces.
