One of the most important sources of national greenhouse gas emissions in Laos is deforestation and forest degradation. In July 2008 Laos became one of the REDD+ country participants under the Forest Carbon Partnership Facility´s Carbon Fund and is developing a national Emission Reductions Program. Houaphan Province is the first Province to develop a Provincial REDD+ Action Plan (PRAP) to support the national Emission Reductions Program development process. The GIZ contracted UNIQUE to support the Government of Laos with the development of the PRAP for Houaphan Province.
- Development of a Provincial REDD+ Action Plan guideline.
- Analysis of the direct and underlying causes of deforestation.
- Assessment of institutional framework and key sectoral policies.
- Socio-economic analyses (including Cost-benefit Analysis).
- Structuration of financial and technical PRAP components.
- Preparation of draft PRAP for Houaphan Province.
