The Agriculture, Forestry and Other Land Use (AFOLU) sector is an effective approach to reduce and remove emissions. It therefore plays an important role in climate negotiations to achieve an ambitious climate agreement until 2020. However, the current climate regime fails to formulate a coherent vision or set of incentives for mitigation in the land use sector while maintaining the ecological and social functions of our landscapes. The Nordic Working Group for Global Climate Negotiations (NOAK) under the Nordic Council of Ministers (NCM) contracted UNIQUE forestry and land use and Climate Focus to conduct a study to assess the different negotiation streams and the process for ensuring ambitious mitigation commitments. Within the consortium, UNIQUE was responsible for assessing measurement, reporting and verification (MRV) related aspects.
- Overview of the major elements of the AFOLU negotiations.
- Evaluation of the possibilities for integration of all or some land use negotiation streams.
- Definition of adaptation needs and development of mitigation commitments.
- Elaboration of options for a new AFOLU framework.
