Within the framework of GIZ’s evaluation system, Evaluative Final Studies (EVAS) are final evaluations of the country-level project(s) of global programs. They provide the basis for an evidence-based review of project processes, results, impacts and sustainability with all stakeholders. The evaluation also helps to establish transparency and accountability at the country level. The objective of this assignment was to carry out seven interview-based EVAS in the framework of the global program “Soil Protection and Soil Rehabilitation for Food Security” (ProSoil). EVAS were conducted in Benin, Burkina Faso, Ethiopia, India, Kenya, Madagascar and Tunisia. Project performance was evaluated against the six Development Assistance Committee (DAC) criteria of the Organization for Economic Co-operation and Development (OECD).
- Reviewed existing data and studies related to soil management/restoration
- Interviews and focus group discussions with national stakeholders, project partners and beneficiaries
- Evaluated project performance against the six OECD-DAC criteria
- Contribution analysis regarding observed changes to the adoption to climate change
- Assess success regarding climate-intelligent soil protection and soil rehabilitation
