Climate change poses significant risks to Rwanda’s agri-food system, making it a top priority for the Government. The World Bank supported leveraging a USD 4 million grant from the Compact with Africa Green Business Fund. The funding aims to enhance the climate impact of the Rwanda Development Bank’s (BRD) agriculture portfolio by introducing and piloting a Results-Based Climate Finance scheme to encourage climate-smart agriculture practices among BRD’s and partnering financial institutions’ (PFIs) clients. The funds will primarily be used for results-based payments, technical assistance, capacity building, monitoring, reporting, and verification systems, establishing a scalable foundation for climate resilience and agricultural emissions reductions. Unique was commissioned to design the Results-Based Climate Finance pilot project.
- Review of agriculture lending portfolios and pipelines of BRD and PFIs
- Assessment of eligible climate-smart agriculture activities and investments
- Design approach for the integration of Results-Based Climate Finance with financial products
- Design of the monitoring, reporting, and verification approach
- Develop an awareness creation and training plan for BRD/PFIs and other actors involved
