Food systems in Eastern and Southern Africa face rising climate risks, high greenhouse gas emissions, fragmented policies, and financing gaps; stakeholders struggle to coordinate a just, scalable transition. The World Bank leads a program to prepare Food System Climate Action Plans (FS CAPs) that guide country investments and policy reform. The assignment aimed to produce diagnostic analytical reports following the FS CAP Approach Paper for six countries. It sought to prioritize technologies, policies, and financing options and translate them into implementable roadmaps. Unique, in collaboration with the International Food Policy Research Institute, was chosen to author the FS-CAP reports for all six countries.
- Compile food system baselines and indicators to benchmark progress
- Stakeholder mapping and inclusive consultations across six countries
- Conduction of climate risk and vulnerability, and GHG assessments to identify priority measures
- Analyze policy options and political economy; design reform packages
- Assessment of financing needs, matching instruments and sources for scaling
- Synthesize pathways and draft FS-CAP roadmaps
